Cardboard and the consumer economy

Cardboard is everywhere when the economy is booming I would expect the big three cardboard companies to be at all time highs but it looks like cardboard prices are at al time highs. I am not so interested in this company and the big 3 cardboard companies but I am interested in why they are closing plants.
