Oracle spending on what it doesn't have

Oracle has been on a spending spree buying up tick-tock out bidding Netflix. However, they do not have the working capital to fully finance these purchases. Looking at their income statement I see no golden goose. The only option I see is Oracle would need to lay off staff and dramatically reduce expenses. Tho, I have not seen any articles indicating they plan on doing this yet. This is just a hypothesis.
